The Mosaic Programme has three Educational Phases: Discover, Understand and Create. The phases were created to provide an specific framework and educational process that all Mosaic Projects should follow. Having those three phases clearly defined helps and encourages planners to make projects and gives a strong and flexible identity to the Programme.

Discover aims at identifying and having a first contact with the team; Understand inspires participants to know more and find out the other possible views of the issue and Create aims at analyzing the issue critically and looking into actions that can be taken at the local level.
